Why do conversion callbacks use an empty image with onerror?

Pixels and callback functions belong in Settings → Head Tags so they load with the page. Conversation steps are injected HTML. An empty <img src=""> fails to load, so onerror runs report_conversion_interaction() (or qualified / lead_captured) when that Custom HTML node is shown — without a page reload.
